My 2004 Jeep Wrangler Rubicon will only allow me to put 12 gallons of gas in it?

factory tank holds 19 but when i put gas in it it only allows 11 or 12 and the fuel gage tells me its full. do i only have an 11 gallon tank beause thats retarded.

Only one of my headlights are working and my running light will not come on. I have checked all of the fuses and they are good, I also cleaned the battery connections and they’re clean anyone help!
