Which is better for off road 2009 Toyota FJ Cruiser or 2008 Jeep Wrangler Rubicon?

I am a big off road fan and I am looking for a great vehicle. I live in Rapid city South Dakota so there are many places to drive it. The main point is which is better for off road. ONLY mention the cars i have in my question.

I know it has a Peugeot BA 10/5 Transmission in it. but what others will fit?

My 2004 Jeep Wrangler Rubicon will only allow me to put 12 gallons of gas in it?

factory tank holds 19 but when i put gas in it it only allows 11 or 12 and the fuel gage tells me its full. do i only have an 11 gallon tank beause thats retarded.

Ive got a 1997 Jeep Wrangler TJ with light issues?

Only one of my headlights are working and my running light will not come on.
I have checked all of the fuses and they are good, I also cleaned the battery connections and they’re clean
anyone help!
